I am having difficulty getting into safe mode on my iMac 2015 late Intel chip I hold down shoplift while starting and just goes into recovery assistant mode not safe mode how do I get into safe mode from recovery mode

If your attempts to boot Safe Mode are resulting in booting Recovery instead, the reason is that your Mac was unable to boot Safe Mode.
Choose one of the available options: repair the disk (most likely, it won't help though) or Reinstall macOS. The latter is probably what you need to do.
After that, you can Restore from Time Machine if you so choose.
