Sometimes I can send a picture to an android smartphone user and sometimes I can't. I can send a picture and they will receive it and then within a minute or so I can try to send them another picture and it will not go through.

A good question to ask your phone carrier, MMS is their feature.

Why can't I send pictures to android smartphones consistently?
