I haven't been able to open my savings account yet because of this error message. Anyone else having this issue? Any ways to fix it?

I have not been able to open the savings account. When I go to my Apple credit card and go to Daily Cash and try to set up the savings account, that is when I get the error message "Apple Pay services are currently unavailable. Please try again later."
Yes! Forgot to mention that. I am fully updated and everything.
So, you opened an Apple Savings account. Can you access your account? What are you attempting to do when you get the error message?
Is your iPhone logged into your Apple ID/iCloud account? Do you have two factor login enabled? Is your iPhones Region set to US? Are you behind a VPN?
Just checked everything above and can confirm everything is correct!
Did a forced reset and still encountering the same issue. Would you suggest calling support directly?
I turned off Apple's native VPN and it worked.
I sent money once and when I tried the second time that popped out and won’t let me sent no more
