Not possible. iCloud is a syncing service. That means everything on iCloud by definition. also exists on a device. Anything you delete from a device is by its very nature also deleted from iCloud.

You can sync content to iCloud from your device, by turning on the relevant switches in Settings ➜ Account(top of Settings) ➜ iCloud ➜Apps Using iCloud.
