How can i retrieve data from my iCloud account that i no longer have on my phone and can t find using other methods, and that was last used before 2018

If you synced the device to iCloud, any data is in the supports apps. If you backed up the device, the backup may no longer exist. Backups remain for 180 days if you stop iCloud backups. But, it’s worth checking.

settings - Apple ID - iCloud - backup. Will show the devices backed up.
