How to report a scammer iCloud user?

I have a scammer who keeps messaging me about paying him. Initially, they were trying to blackmail me, and the police advised me to block and ignore them. Before I do that, I would like to inform Apple Support about this account.

The account in question is ranking.b****@icloud.com.

In May this year I began to get pop ups for iCloud sign in. I could not get rid of them. Some times they would go away when I restarted my computer but came back. It was very annoying. I looked up an apple support number on Chrome. I called and they said there were fraudulent charges and they would help with the matter. They had me set something up through Venmo and my bank account. So (stupidly) I gave them some info until I felt this was not appropriate. Then the man was belligerent saying he was trying to help me. Long story longer I was ripped off for $5000. My bank gave me credit initially but them out of the blue took it from my account leaving me in dire straits. It is happening to me again today and I don't know who to contact because I was ripped by some one who I though was Apple support but they were not. Any thoughts would be appreciated.

Contact your local police department for any crime committed. Apple works with the local government to help when they can in their investigation. There are also several other useful tips provided by Apple here:

How do i report someone that made a fake iCloud using my name and send my friends text messages

You will need to provide more details. Anyone can create an Apple ID using any name that has not already been used. That does not mean it is fake, it is a legitimate Apple ID. If you feel your Apple ID has been compromised, then you must change your password. With your Password, a person could set up a device and it could have all of your details, just like if you set up a new phone yourself. I would also make sure you are using Two Factor Authentication on your account.
