circular logic with updating my apple watch

I'm having some display issues with my Apple Series 7 Watch, so I want to make sure that my software is all up-to-date. On my iPhone 7, I go to the Watch app, General. Software Update. It sits with saying "Checking for update" and eventually comes back with

which seems reasonable enough. So I go to my iPhone Settings, General. Software Update. and it says:

So back to the Apple Watch App, General. Software Update. And I'm back at the same place with. The Watch won't update until the Phone updates, and the Phone says it is updated.

How do I get my Watch to update? (Or realize that it doesn't need to?)

Apple Watch Series 7, watchOS 8

If you want your watch to update to the newest WatchOS 9.4, you need to buy a newer, more modern iPhone. Your iPhone is as up to date as an iPhone 7 can get. It cannot run iOS 16 (current version is 16.4.1 (a).
