Applications whether downloaded free or purchased are available on all devices associated with and authorized with the Apple ID that acquired the app.

Once you have downloaded or have purchased an iPhone app, you can download or re-download it as needed.

This does not mean that any particular app will be maintained, or will continue to work on any future iOS version.

There are apps with associated services (such as streaming media services) or with additional “consumable” in-app purchases (such as in-game tokens or whatnot), and you can need to pay ongoing subscriptions or can need to re-purchase those for those cases.
