I’m coming up on my limit of iCloud storage, and one of the things taking up space is the “Imports” “Recently deleted” and “Hidden” albums. Is there a way to keep photos backup on, but just keep those and certain albums off of iCloud?
No.
Imports is just a view of everything already uploaded so it takes no additional space.
You can empty the recently deleted album to permanently delete items and free that space.
Hidden albums will sync as those are also part of your library.

Can you keep “hidden” or “imports” photos from backing up to iCloud?
