Caps lock changing language doesn't working with external keyboard

I connected my MacBook to an external keyboard. I usually use Chinese and English when typing. But using caps lock to change between languages doesn't work on my external keyboard. When I unchecked the box in setting about using caps lock to change language somehow it works for my external keyboard (but then it doesn't work on my MacBook keyboard obviously)

I don't know why this happened. Any suggestions?
