How to avoid new MacBook get filled with old photos?

I have just purchased the new Macbook Air. I want to sign into it to activate my email ID but I do not wish to fill the photo app with all my photos and use all the storage up!

Can you tell me the best way to do this? I use iCloud as well.

I only want this new laptop to store\ edit new photos should I wish to use it.

If you do not want Photos to download your photos from iCloud, do not enable iCloud Photos in the Settings > Apple ID > iCloud. Enable only the iCloud features you want to use.
