Migration Assistant closes apps and logs out but never restarts after logging back in on Ventura 13.4

I am transferring data using Migration Assistant using a Time Machine drive. I have connect the Time Machine drive to the new Mach and it shows up as one on the Desktop. On the new Mac (M2, 2023, Ventura 13.4), after launching Migration Assistant, it closes applications and logs out. Upon logging back in, Migration Assistant never comes back up. I have attempted this multiple times and restarted my new Mac but still encountering the same issue.

Thank you for confirming the behavior. But upon logging back in, Migration Assistant window does not open and I never see the example under bullet 4 in the link below.

Are you saying that the window in bullet 4 may take a while before appearing on the screen?

Closing applications and logging out is what is supposed to happen.

Then it should do its thing, which can take minutes or hours, depending on how much there is to migrate.

It looks like you are not giving it time to do what it needs to do.

I don't understand why you say "upon logging back in".

The window you mention from step 4 should appear to you after Migration Assistant has logged you out.

This whole process occurs when not logged in to your account or any other.
