That is not possible, I’m afraid. You can only update your compatible device until the most recent Operating System: iOS 16.5.
However, as the footnote beneath you post suggests, you have an iPhone 6, which is compatible with a no greater iOS than iOS 12.5.7.

An iPhone 5s or iPhone 6 isn't capable of 13 or above; they require at least 2GB of RAM.
