We had no issues migrating from a 2012 Mac mini running Catalina to a new Silicon Mac mini.

Do not Migrate over you local network, as it is slow and highly prone to fail.

It is best to Migrate from your Time Machine backup or a Clone* during the initial setup.

If you are migrating from an earlier macOS, be advised that your older 32bit App's will no longer work.

a Clone* Using a CarbonCopyCloner clone on an external SSD, is way faster then Migrating from an external Time Machine backup on a spinning HDD. https://bombich.com/

I see you are running High Sierra. If you have any 32-bit applications, they won’t run on an Apple Silicon Mac (or on any Intel-based Mac running Catalina or above).

Rosetta 2 can run many Intel-only applications on Apple Silicon Macs, but it cannot run Intel-only system code, like kernel extensions.

Likewise, Apple Silicon Macs can’t run the Intel version of Windows.
