Looking for PDF app that can turn existing PDFs into fillable forms to email to clients

At my new work position, I'm stuck with a bunch of PDF forms that have lots of fields that clients need to fill out (applications, etc) but we no longer have the original files, and clients are asking obviously for digital method to fill them out and send them back (vs printing up, finding a pen, etc).

Any suggestions on a standalone Mac app that will turn existing frozen PDFs into fillable forms that can be resent over and over again?

No subscription apps, just looking for a one-time pay app that does this. Lots of options on the App store, but want one that does a great job. Thanks for any suggestions.

Preview.app is the default however, it is not a dedicated and true PDF editor...
