why does back up in icloud take up so much storage?

iPad back up takes up most of my storage in iCloud

Unless you have subscribed to a paid iCloud+ storage tier, your “free of charge” storage quota is only 5GB. For most users, 5GB is only sufficient for basic synchronisation services.

Paid storage tiers are 50GB, 200GB and 2TB:
