My husband used Family Sharing to give me access to his 200 GB iCloud+ storage, but I'm only using the 5GB and I don't see an option to "Use Family Sharing" for iCloud Storage like I find in the directions. How do I access iCloud Storage via Family Sharing?

Can you please verify Purchase Sharing is on for the Family Share? Please also verify your husband has Purchase Sharing turned on (since he bought the plan) - How to share purchases with your family - Apple Support.
Also make sure the plan supports Family Sharing.
