Because with the introduction of iCloud Photo Library and its features, it has become mostly redundant.

My Photo Stream was limited to holding photos for 30 days. iCloud Photo Library has no such restriction and does all of the other things My Photo Stream does.

If you were using My Photo Stream, you can simply turn on iCloud Photo library for a similar service and many more features.
