I have deleted almost 2 thirds of photos on my phone only having 50 photos now, but in my settings, it still says I have 8 gigs of photo and videos in iCloud storage.
I even logged in to my iCloud on my computer and it is pretty identical to my iPhone.
is this a bug where it does not update or did my photo and videos not actually delete and they’re hiding somewhere?

Seems deleted photos may remain in the "Recently Deleted" folder for 30 days (or as set).
This is useful when Photos are accidentally deleted, or when people change their mind.
However the photos can be permanently deleted from there, if needed. (Means they are no longer recoverable).
Photos app > Albums > "Recently Deleted" ... is in the Utilities section.
