IMEI is probably useless unless you can convince your carrier to search that way. They will probably require a court order.

You need to use Apple's Find My option to try to locate the phone on a map.

If Find My was not enabled on the phone though.....before....it was lost, the only way to find the phone is retrace your steps, ask at shops or restaurants, etc.
