stolen phone, no pictures appear on the cloud

Someone stole my Iphone 12 and in trying to recover the pictures from the cloud, they are not there. I am sure my phone was backed up at some point but no photos appear. The only photos that show up are those of my husband who is much less tech savy than I. Is there any way to recover the photos? I went to two different Verizon stores and they told me I was out of luck if they were not there on the cloud. Can anyone help? Ideas to try?

There are two ways for photos to be on iCloud.

One is iCloud Photos and the other is iCloud Backup.

You can view iCloud Photos in an Internet browser by logging into www.icloud.com

You cannot view the contents of iCloud Backup.

If iCloud Photos was on, the photos are not also in iCloud Backup.

If photos were in iCloud Photos, you can turn that on in another device and the photos will automatically sync with it. See: Set up and use iCloud Photos - Apple Support

If iCloud Photos wasn't on and you have an iCloud Backup, you can use the backup to do a complete restore of a device or to setup a new device. See: Transfer data from your previous iOS or iPadOS device to your new iPhone or iPad - Apple Support
