No, Shared albums are a separate iCloud service, and there is no indication, that this service will be discontinued as well.

My Photo Stream has been storing own copies of the uploaded photos, as well as Shared albums are keeping their own copies. Shutting down My Photo Stream cannot have any impact on the Shared Albums.
