I have experienced this problem also using Windows 11 Pro (Updated as of July 11, 2023). One day, I was not able to open the iCloud (Keychain Password) Extension using Google Chrome or Windows Edge. So I followed the steps:

1. Open the iCloud App (on Windows) to get approval
2. Click the Approve Button on iCloud App (on Windows)
3. Wait for your iPhone to receive the code and enter the code to PC (using iCloud App)
4. Then nothing happened. I keep on repeating this cycle and nothing happened.

I asked for help from Windows Team (Mohammed and Victor) and accessed my PC via Remote Assistance and tried to repair it but nothing happened and the problem still persists. They asked me to contact Apple Team.

I contacted Apple Team (Princess Grace) and discussed everything about iCloud Keychain approval problem. They tried to reach out but my iPhone is not ringing (as always, the weird thing about my tech, A.I. and all which all of my friends complained about when they tried to reach me). I didn't block anyone nor Unknown Callers. So no help received.

I spent hours to figure out and I found the solution. Try to check the "Internet Connection" and "VPN". Make sure you turn off all VPN both for Windows and iPhone during this "Re-installation" and "Approval" and the Internet (Provider) Connection should be the same. After this, you're good to go and restore the VPN if needed. I hope this will help everyone save their time.
