How to connect a disabled iphone to the internet ?

I forgot my iphone passcode, so after trying for many times it is disable now. I had the « Erase iPhone » but i didn’t knew my apple ID so i took out my sim card and put it in my sisters phone and crreated a new password. Then i put it back in but the « Erase iPhone » thing was gone ans now i only have the « Emergency » thing.

I read something about enabling an iphone by erasing data from "find my iphone", so i connected to my Icloud. But the problem is it says that the data will be erased only if the device is connected to the internet. How do I conncect my disabled iphone to the internet? And by the way, it's an iphone XS
