My mac starts up to an apple logo with a rotating cursor, no progeress bar, I cannot even start recovery with cmd+r, can anyone tell what's the matter... thank you.

Start up from macOS Recovery - Apple Support explains "If you can't start up from Recovery in this way, review the guidelines for using startup-key combinations."
