High Sierra is the last possible. See the following from Identify your iMac model - Apple Support

Identify your iMac model - Apple Support

iMac (21.5-inch, Mid 2011)

Model Identifier: iMac12,1

Part Number: MC309xx/A, MC812xx/A

Newest compatible operating system: macOS High Sierra

Chrome still supports their latest browser version on High Sierra so that may help. See: https://support.google.com/chrome/a/answer/7100626?hl=en
