Like what if someone signs in with their apple ID can the serial number be tracked like that ?

A lost or stolen iPad cannot be traced or located via its Serial Number or other identifiers.

Use the Find My app to locate a lost or stolen device – Apple Support
If the Find My iPad feature was enabled prior to it being “misplaced”, then if active, you would stand a good chance of locating it.
However, if the feature was not activated prior to being misplaced - or the iPad has been inactive for more than 24 hours, the last known location will not be available - and the opportunity to use technical means to recover the iPad have been lost.

Report serial number to Police in theft report and hope someone turns it in. It would be unlikely that the previous owner still had their Apple ID logged in on the device, but if they did, they could track it. If they did have their Apple ID still logged in, you would not be able to use the device until they deactivated it, so it is doubtful they sold it with their ID still logged in.

No way to track by serial number. Find My is the only option after it has been set up.
So in other words I can consider it gone ?
Oh ok, ill consider it long gone, nobody is gonna turn it in after they stole it out of my car, luckily I didn't Have much in it
