Cannot create an email address for iCloud Mail with an iPhone

I was trying to set up an iCloud email address using my phone. When i found an available address it failed to create saying:


Problem turning on mail

There was a problem turning on your email try again


However, trying again shows the same problem. I've seen this problem online but the only suggestions that seem to work are signing out of my Apply account, which deletes everything from my phone. I'm not satisfied with such a scorched-earth solution.

Ah, I found someone mentioning location services need to be turned on.. so I logged in to my iCloud accout on my laptop and opened up the "find my devices" service. It took a while to load, but eventually showed me where I am and confirmed to me location services were working.. then I tried creating the email again, and it worked!


Solution: use browser to "find my devices" and after that it let me create the email.
