Encrypted backups.
I cannot get into my encrypted backups....even though I am typing the correct password. Does it make a difference that I am logging in to iTunes on a different Windows computer?

It shouldn't make a difference whether you are using a different computer because the encryption password is stored on the iPhone itself, not the computer.
Are you sure those backups on the other computer are yours? You can only decrypt backups that were encrypted with your own encryption password.
