Have any Proof of Purchase?

Unless you have the original packaging and receipt, you may be out of luck. If you do have it, however, then take this to an Apple Store, or an AASP (Apple Authorized Service Provider)! and they may be able to restore it. The reason for this blockage is all about Security & Privacy.

You can’t. Backups must be done before disaster strikes; after is too late. It’s a shame you didn’t back up your phone, or better yet enable automatic daily backups, but something to consider for the future.

Actually, no, Apple cannot restore it if it is disabled. Why get people’s hopes up when you know it can’t be done?

Unfortunately, with no backup, you have nothing to restore.
