My Apple Watch is not turning on and keep giving a red exclamation sign after update and not connecting to phone eigther.

First try force restarting it by holding both buttons (digital crown and power button) at the same time until you see the apple logo.
If that doesn't work you'll need to either call Apple Support or setup an appointment at an Apple Store to have your device restored and updated. Apple stores cannot restore the device so they have to mail it in to get it restored.
