after signing in to to appleid.com it doesn't let me set up a new app specific password

I think Apple's posted guidance on setting up App Specific Passwords could be better.

If you have an Apple ID using a 3rd party email address and your tying to add an iCloud email address to your mail client on Windows this amended document may help you:


How to generate an app-specific password

1.      Sign in to appleid.apple.com.

Note:

If your Apple ID corresponds to a 3rd party email address but you have also created an associated iCloud email address then use the iCloud email address to sign in.

2.      In the Sign-In and Security section, select App-Specific Passwords.


3.      Select Generate an app-specific password or select the Add button "+", then follow the steps on your screen.

4.      Create and label separate app-specific passwords for each email client or app you wish to use.


5.      Enter or paste the app-specific password into the password field of the app.
