Can I recover photos from an erased iPhone XR? In transferring data to from iPhone XR to iPhone 14 Plus, all photos were lost/not transferred since apparently ICloud photos had been turned off in the iPhone XR.

If iCloud Photos was not turned on using the iPhone XR, then the photos would be stored in the Backup file that was used when restoring the iPhone 14 Plus. Did you use a backup from you XR before it was erased?
No. If they were not backed up or synced to the cloud and the device has been erased, they are gone.
If the XR was erased, the photos are gone unless you had a backup on another separate device.
