In 2019 I use to have many videos stored in my files and that time I us3 to pay monthly iCloud backup storage fees…I deleted all those videos back then so my question is there an6 way to recover those videos? If yes what is the way to do that…I really appreciate your response

Photos/videos deleted from iCloud storage remain recoverable for up to 30-days - after which deletion is permanent. Additionally, deleted items can only be recovered if you have sufficient available iCloud storage into which the relevant files can be recovered.
Given your description, regardless of you having previously cancelled your “paid” iCloud+ subscription storage, your videos are now long ago lost.
You should always keep an independent backup of any files, photos or videos that are important to you. Unless you have a backup, deletion may be permanent.
