iPad Photos take up 10GB

My iPad has 32GB of storage, currently, photos takes up 10+ GB of storage. It usually sits at 1 GB or under (which it currently takes up on my phone) but recently it has begun taking up more storage. I have iCloud Photos enabled and optimized storage but neither seems to help. I have roughly 2,500 photos and 200 videos. I would prefer to keep access to my photos via iPad but it’s taking up so much storage that I cannot update my iPad. Please help.
