Hi Flash36,

If Sign Out of your Apple ID is unavailable due to restrictions, this means that Content & Privacy Restrictions are turned on in Settings > Screen Time > Content & Privacy Restrictions. When this option is turned on, it can limit the use of certain apps, features, and settings. Learn more about this feature here Use parental controls on your child's iPhone, iPad, and iPod touch.

In order to sign out of the Apple ID, you will need to turn off Content & Privacy Restrictions. When turning this setting off, it requires the passcode that was set when the feature was turned on. If you forgot the passcode, from the same article follow:

If you forgot your Screen Time passcode, update your device to the latest iOS or iPadOS then reset your passcode. If you can’t update your device, erase it and set it up as new to remove the passcode and choose a new one. Restoring your device from a backup won't remove your passcode.

Take care.
