If I'm a subscriber to Apple Music can I purchase songs and keep those songs even if my subscription ends on my iphone?

You can purchase any tracks, or albums in the iTunes Store separately from the Apple Music subscription.

Once purchased, they will remain available to you even if you cancel the subscription.

You can right click on a track and select Show in iTunes Store to see the purchasable entry. Then just click on the price to buy it.
