When trying to view videos on my desktop, I get this message:
"An error occurred while downloading a larger version of this video for editing. Please try again later."
I can watch them directly on iCloud.com (in a browser) and on my iPhone.
What gives?

Yes. It was only on my Mac (iMac desktop).
I found that there was an update and applied it. Went from 13.4.1 to 13.5.1
Now I can play the videos successfully in the Photos app on my desktop.
So, it was either the update, or the reboot, or both.
