The cursor often does not turn into the "finger" when hovering hyperlinks. Also, the cursor often does not work to open messages from Messages or mail in MacMail. So frustrating. The only thing that seems to work is performing a hard reboot and starting over.

Most issues with the cursor I've seen posted here are caused by third-party software. I don't know what it could be, though. Do you use any apps that have specialized cursors other than the default ones in macOS?
