No. You cannot modify the keyboard layout yourself on an iPhone. You might be able to create your own layout through use of a third-party app on the App Store. So, try using an applicable keyboard layout: Add or Change Keyboards on iPhone - Apple Support

Do your Part: Being of no option, let apple know what feature(s) you want to see added. Apple wont get back to you directly, but the more they hear of this, the more they will know what their customers prefer and what features need to be added.

1. Go Here: Feedback - iPhone - Apple
2. Select: "Feature Request" for the "FeedbackType"
3. Comment: that you want this to be an option, and why. Include the URL of this thread.
4. Proceed from there as necessary

Check the Keyman app, I think it has a keyboard would gives you this.

Don't you already have this with the Albanian keyboard which Apple provides?

Long-press on the letter on the keyboard to display diacritical marks for each letter.
