adding a device to Apple ID NOT from that same device

It seems like it is not possible to add a device to your Apple ID device list unless you are ON that device AND that device is fully functional. True or false?

If someone knows a way to add a new device from an existing device on the same Apple ID, a pointer for how to do this would be appreciated!

thank you!

You must have access to the device itself. If you did not, there would be nothing preventing somebody on the other side of the world from making your device theirs by signing into it remotely.
