Why doesn't date formatting work?

I go into System Settings > General > Language & Region and change the date formatting, and it doesn't do anything. See screenshot showing settings on the left and a Finder window on the right. The date format doesn't match the setting. Anyone have a solution or a reason for this?

With a Finder window open:

Show View Options

Either: Finder > Menu > View > Show View Options

Or keyboard shortcut:Command - J:


Uncheck box: Use relative dates


Then move the menu bar divider to condense the date showing:
