No. The App Store requires billing information. If it s requesting one now, there is no way around it. You must provide a verifiable payment method.
Once its been correctly verified, it can be removed and should not ask for it again.
You can borrow a valid payment method from a good friend or relative just for verification and remove it once your are done.
