Is there a possibility in macOS Catalina 10.15 to set a keyboard shortcut for a particular key, for example the "r" key?

MacBook Pro 15″, macOS 10.15

Yes, but it depends on what you want to do. Go to System Settings > Keyboard. There you create shortcuts. Text Replacement shortcuts are especially useful.
