How can I pair my older wireless keyboard to my new Mac mini? Don’t say turn on Bluetooth because I can’t get in the computer because the keyboard won’t pair.

I cannot get into my brand new Mac mini, because my slightly older, Apple wireless keyboard will not pair to it. And don’t say “make sure the Bluetooth is turned on the Mac mini”, because you can’t do that without the keyboard working.

are you using the apple Magic Keyboard with rechargeable batteries? if yes, try and connect the keyboard to the Mac with it's charging cable to pair the bluetooth keyboard. if you are using a keyboard with replaceable batteries, try and find (beg or borrow) a wired USB keyboard and use that to connect to the bluetooth.
