How to update to newest IOS on MacBook Air 2015
Im unable to use certain apps without an IOS update but there is not one avail

A 13" Early 2015 MacBook Air can upgrade as far as the latest version of macOS 12, Monterey – but no higher. You will not be able to run Ventura (now) or Sonoma (when it comes out), but if you upgrade to Monterey now, it seems likely that you'll have one of "the most recent three" for about a year – give or take.
Your tag line indicates that you're on Mac OS X 10.10 (Yosemite) now. If that's so, you'll probably have a number of 32-bit applications that will stop working. (Catalina and higher won't run those.)
By default, the App Store hides old versions of macOS. That's why it looks like nothing is available. Many of the old versions are available if you know the "trick" of going through the links in this Support article:

I don't know if the versions of Safari and the App Store in Yosemite are new enough to successfully download Monterey (or any of the other versions of macOS behind App Store links). If Yosemite can't make the connection, you might need to download the Sierra .DMG, install Sierra, and then use Sierra to upgrade the rest of the way.
Before you start any of this, you may want to make a bootable backup of your El Capitan system (using a tool like Carbon Copy Cloner or SuperDuper!) and set it aside. That way you would have something to recover from, if anything were to go wrong during the upgrades.
