Problem with billing due to previous purchase

Anytime i want to update my app or redownload a previous app, it shows me the ‘there is a problem with billing due to previous purchases’. I have tried to use different cards, no solution. I have also checked my media and purchases to see if i have any unpaid subscription, I have none. Please help me out
