Try making sure you have your Wi-Fi enabled even though you might already have a Network connection. Weather requires Wi-Fi. Also, make sure you have enabled Location Services in System Settings, Privacy and Security.

With Wi-Fi, Bluetooth, and Location services enabled for the Apple weather app, choose My Location in the weather application and location services should present the weather from the nearest weather reporting source to your current location.
