can not restart iphone and when i double tab on letf and right button that will call to emergency

Put it on charge for at least half an hour, then, keeping it plugged in, use these gestures:

Press and hold both the Sleep button and Home button until the Press and hold both the Sleep button and Home button until the Apple logo appears, ignoring the slide to power off option which might pop on screen.
