Safari only downloading a 0KB file when I go to Netflix

I have a late 2014 iMac and after a box popped up about updating Safari, I clicked on that, and then once done I went to Netflix, and then a small box popped up in the middle of a black window asking if I wanted to allow downloads. It either lets me cancel or click OK. I clicked cancel first and then nothing happened on the page. Went to it again and clicked on OK and a small 0KB file started to be downloaded titled 'Browse'. I've tried refreshing the page, seeing if there were settings I could change, and restarting everything. Sadly I cannot get my comp to restart in safe mode so I haven't tried that. It also does this same thing in a private browser but it works on Chrome and Chromium browsers.

Any idea on how to possibly fix this?

Something isn't right with that. Be sure you using the following URL:

https://www.netflix.com/

A box popped up... ok. That's not right either. Safari is updated concurrently with macOS so I suspect you may have been deceived into inadvertently installing something malicious.

Even though it describes a completely different phenomenon, Please read Removing "Search Marquis" / "Search Baron" / etc on your own - Apple Community, and post the three screenshots it describes in a reply to this Discussion.

Ultimately fixing it will require that you restart your Mac in "Safe Mode". That's fundamental. Read Use safe mode on your Mac - Apple Support, and if you are unable to succeed please describe the specific step that isn't working for you.

Yours is an Intel-based Mac so follow those instructions.
